What happened? Thanks to your activism we won the biggest win for pension reform in 20 years in the recent budget agreement — lowering the Final Average Salary calculation from five to three years for Tier 6 members!
What does this mean? Now, an average of Tier 6 members’ last three salary years, instead of their last five salary years, will determine their lifetime pension payments. This is a big deal because educators usually earn more later in their careers.
Why does this matter? The new calculation means Tier 6 members will receive a bigger pension check, every month, for life. Individual situations will vary, but this works out to around $100,000 more in lifetime retirement earnings! It also gives Tier 6 members parity with Tiers 4 and 5 members.
This is a TREMENDOUS win, and we couldn’t have done it without YOU! Team members and activists sent over 40,000 emails to our lawmakers over the past few months.
Your voices got this done. And it wasn't just Tier 5 and 6 members: Members from Tiers 1-4 and retirees turned out in solidarity to push our message out. But, it’s just a start!
We won Tier 4 equity in 2000. We’re fighting for similar improvements for Tiers 5 and 6! We always knew this would be a long-term fight, but with your help we can Fix Tier 6!

We advocated. We rallied. We won. It’s been a busy few months for NYSUT’s roster of dedicated lobbyists and activists, but making our voices heard in the halls of power has paid off in the final state budget. After many hours of negotiations, a cyber-attack and likely countless cups of coffee, the state Legislature approved a roughly $237 billion spending plan.
One of the promises of public service is a dignified retirement. It’s why we’re fighting to Fix Tier 6. But the executive budget is going after our retirees in a different way, too.
The executive budget proposes changes to Medicare Part B reimbursement premiums for retirees covered by the New York State Health Insurance Program, which means retirees could end up paying thousands of dollars extra for their health insurance.
This is wrong. The state shouldn’t attempt to balance its budget on the backs of our retirees. And it’s time to tell our legislators we won’t stand for it!
The facts: Retirees who have the NYSHIP are required to enroll in Medicare Part B. But the executive budget proposal eliminates the reimbursement of the Income-Related Monthly Adjustment Amount (IRMAA).
The bottom line: As Medicare costs go up, fixed-income retirees will have to pay more.
By the numbers: Depending on income levels, this will burden our retirees with between $700 and $4,100 every year. And it will continue to cost them every year moving forward.
A simple fix: The Legislature has removed language like this from budget proposals before. Now it’s time to tell them to do it again.
